Athens, Greece, is arguably the birthplace of the legal field, since the earliest lawyers were likely Athenian orators. These orators faced two significant problems, though: individuals had to plead their own cases, and they could not take a fee to plead a case for another. Although this latter law was generally disregarded, it was never actually abolished, meaning that Athenian orators could never be considered legal professionals or experts.
Even though the ancient Athenians essentially created the first lawyers, advocacy became a true profession in Ancient Rome. It was Emperor Claudius who overturned the ban on fees and allowed the first lawyer services to be provided openly, but with a fee ceiling of 10,000 sestercii (a type of Roman coin). By the time of the Byzantine Empire (330-1453AD), the legal profession was in full swing, being well established and heavily regulated.
In 1275, a budding trend toward professionalising lawyer services resulted in a proposal at the Second Council of Lyon that all ecclesiastic courts command an oath of admission; the civil courts in England joined this trend, enacting a governing statute and putting in place regulations for the provision of lawyer services.
Today, legal professionals, though heavily regulated, are free to offer lawyer services in Victoria and across the world.
